TORONTO - A wind-surfing Santa was arrested yesterday by the U.S. Border Patrol when strong winds took him across the Niagara River -- and the Canadian border. John Fulton, of Fort Erie, has for 18 years donned a Santa suit to sail across the river at Christmas. He said he performs the stunt in support of the homeless. He was released, and no charges were laid.
